Are we surprised? The Australian reports that "JULIA Gillard faces accusations of hypocrisy as evidence grows that her proposed carbon pricing plan is almost identical to the scheme she urged predecessor Kevin Rudd to scrap last year.

(The Carbon Tax)...policy design madness has two downsides. First, across very many industries, our trade competitiveness is reduced. One response will be to reduce output and shift to competitor countries not imposing a carbon price. This includes agriculture, due to carbon pricing of its inputs, despite its proposed exemption. Within days of denying she'd broken a promise (incredibly) and that suggestions to the contrary were "semantics", AAP reports JULIA Gillard has now admitted she promised there would be no carbon tax during the last election but said circumstances had changed. The scramble to shift the language on an almost daily basis raises one of two or both questions...

TREASURER Wayne Swan has refused to rule a petrol tax in or out of the Federal Government's proposed carbon tax. Mr Swan said it was inappropriate for people to suggest anything was included or excluded from the tax, given that it was still being formulated. See the AAP story reprinted in the Courier Mail.

An interesting opinion piece by Professor Judith Sloan, says while the Water Act talks about "the use and management of the basin water resources in a way that optimises economic, social and environmental outcomes", in practice the Murray Darling plan gives the environment primacy, with residual flows available for other uses.
